代码是.net的吧！
你的版本是不是VB 6.0的

const 是定义常量的。
VB 不能与 C 一样的，在变量定义时初始化，必须新写过一行进行初始化。
还有，VB 不能对一个已经存在的数组进行赋值（BYTE数组例外，返回值是数组的例外），只能对数组里的元素一个一个的单独进行赋值。

const 定义的常量里只能出现 常量进行运算，不能出现 函数、变量、属性。
