struts-config.xml配置文件中有：

 <action path="/sys/rawdata"

     <forward name="fail" path="/raw/fail.jsp"></forward>
     </action>

actionContext.xml中有:

   </bean>

现在的问题是，在加载zhengti.jsp时，找不到ls这个bean，请问怎么解决？
