Delphi真的熄火了吗？坛里的大侠是不是都改行了？

看到一个大虾做的项目，觉得不错，想学习，又不知是怎么做的，特别是txt里面的$Testname=  和$Command=后面的字符 是怎么被button调用的， 还请各位大侠指点指点，谢谢！
项目叙述如下：
form中有两个button ，一个caption为previous，另一个为next，一个Label1,运行该程序后，label1显示为$Testnam=后面的字符,
按下next按键，则Form中Label1显示为后一条的记录名称，同时会把$commmand=载入到 exe文件中执行，反之，则显示前一条的记录名称
//其中TXT里面$testname= 是记录的顺序编号，里面提到的MYTEST是个exe文件。
  

Txt内容如下：
