求助python图形化界面 - 编程论坛

python图形化界面头疼死了
下了一个可视化编程的QtDesigner，但老是出错，错误如下
the file *** coulde not be opened:拒绝访问
在文件下改了属性和权限还是不行

之后，干脆直接在桌面新建了一个.ui文件，在PyCharm中打开用External tool 里添加的PyUIC（这个添加的工具是没有错的，应为改了好多次了）去直接把.ui改成.py
结果还是出错，错误是
one input ui-file must be specified

整个人都要抓狂了，有没有大神可以指出错误在哪啊，用的事Pycharm2016.3.3 和PyQt5

或者可不可以帮我转换一下呢，附上代码
