构造一个新的 String，使用指定的字符集解码指定的字节数组。

用iso8859-1把用GBK编码的unicode字节数组编码为一个字符串。。可能说的不清楚，在中文操作系统中，默认就是GBK，所以上句话等价与：
anotherString = new String(aString.getBytes(), "ISO8859_1");

就是把gbk的编码形势改成iso的，两种不同编码的相互转换.......
